How to make an FOI Request

The Freedom of Information (FOI) Act (2000) recognises that as a member of the public, you have the right to know how public services such as the NHS are organised and run, how much they cost, and how you can make complaints if you need to.

In order to comply with the FOI Act, public sector organisations such as NHS Bolton Clinical Commissioning Group (CCG) have to routinely publish information whenever possible.  The right of access to information is subject to some exemptions, which the CCG has to take into account before deciding what information can be released.  If you make a request and we are unable to release some, or all, of the information we will explain this to you.

The FOI Act does not change your right to confidentiality - your personal information is still protected by the Data Protection Act (1998).  Under this act you are able to access your medical records or any other personal information held about you by the CCG.

Accessing information

As an open and transparent organisation, the CCG is committed to routinely publishing as much information as possible, and most of the information we make available can be viewed online.

If you would like to access information that is not on our website, you may ask us for it in writing in accordance with further provisions of the FOI Act.  You can contact the CCG by email at or by post:

The CCG is required to deal with requests within 20 working days.  If you make a request and are not happy with the way we have dealt with it, you may ask us to review any decision made.

Any review will normally be under the control and direction of a senior member of staff who had no involvement in the original decision or process.

If you remain unhappy at the conclusion of any review you may complain to the Information Commissioner.

Fees and charges

The FOI Act and the Associated Fees Regulations state that the CCG cannot request a fee for information unless there is a statutory basis for doing so, or the amount of time taken to locate, collate, and process the information is more than 18 hours.
